About the Commission Members

Jennifer Togliatti was appointed as Chair of the Nevada Gaming Commission by Governor Steve Sisolak in October 2021. Togliatti is the first woman to lead the Commission it its history.

Chair Togliatti brings three decades of legal experience to the Commission. Her legal career began in 1993 with Clark County District Attorney’s Office, Criminal Division. After her promotion from the Appellate Division, she spent much of her time as a Deputy District Attorney assigned to SVU. It was in her position as a criminal prosecutor that she became familiar with gaming enforcement and investigations, as gaming offenses were part of her caseload. Togliatti’s judicial career began in 1998 when she was elected Justice of the Peace for the Las Vegas Township Justice Court and she served that court as Chief Judge in 2000. She also sat as an acting Federal Magistrate for U.S. District Court. In 2002, she was appointed by then Governor Kenny Guinn to the Eighth Judicial District Court and served there for over 17 years. As a trial judge in one of the busiest general jurisdiction trial courts in country, she has managed the assignment of over ten thousand criminal and civil cases. She has presided over 300 jury and bench trials in her career.

Togliatti was elected Chief Judge of the Eighth Judicial District by acclamation of the 52 judges in 2011 and was re-elected for a second term in 2013. During this time, she oversaw the administration of the court’s budget and 630 employees, including over 100 POST certified peace officers. These challenges have given Togliatti extensive experience in administrative law, government budgeting, labor/public employee relations law, collective bargaining, and legislative issues in the state of Nevada on both local and statewide levels.

In 2019, Chair Togliatti retired from public service to focus on developing a private alternative dispute resolution practice with a focus on complex matters as a mediator, special master, and private judge. During her thirty-year career Togliatti has settled many notable cases including the CityCenter Harmon Hotel construction defect lawsuit, the Little Valley Fire litigation, and thousands of claims related to the One October Mass Shooting.

In addition, Chair Togliatti continues to serve as a member of the Nevada State Bar Board of Bar Examiners where she has served as a member for over 10 years. Togliatti continues to volunteer her time and expertise to mentor students and young lawyers in the areas of mock trial and trial practice. She has also enjoyed membership in the mother-child philanthropic organizations, National Charity League and the Young Men’s Service League.

Chair Togliatti has been a Las Vegas resident for 44 years and graduated from Bishop Gorman High School and University of Nevada, Las Vegas with a degree in business administration. She then attained her Juris Doctor from California Western School of Law.

Rosa Solis-Rainey was appointed to the Nevada Gaming Commission by Governor Steve Sisolak on April 30, 2019. She joins the Commission with nearly 12 years of gaming industry experience and 18 years of legal experience. She is the managing partner of Morris Law Group in Las Vegas, where her practice includes representing businesses in all manner of commercial disputes, including litigating products liability claims, defamation actions, shareholder disputes, and professional liability claims, at both the trial and appellate levels.

Before joining Morris Law Group in 2006, Solis-Rainey clerked for the late Myron Leavitt on the Nevada Supreme Court, and for then-Chief Judge Philip M. Pro on the United States District Court, District of Nevada. Following her judicial clerkships, Solis-Rainey joined the litigation and administrative law departments at Lionel Sawyer & Collins. For nearly 12 years prior to and during law school, Solis-Rainey worked for Boyd Gaming Corporation where she served as Director of Internal Audit, Director of Regulatory Compliance, and as a member of the Board of Director's Audit and Compliance Committees.

Solis-Rainey is an A/V rated lawyer and is admitted to practice before all courts in the State of Nevada. She is a member of the American Bar Association, the Clark County Bar Association, and the Institute of Internal Auditors. She is also an elected member of the American Law Institute. Solis-Rainey is dedicated to her community and volunteers for a number of non-profit organizations. She was awarded the Lied Award for Most Pro-Bono hours in her first year in private practice, and has consistently made pro bono work a part of her practice.

Solis-Rainey graduated from the University of Nevada Las Vegas with Bachelor of Science degrees in public accounting and finance. She completed her Master of Business Administration degree from UNLV in 1989. She earned her Juris Doctorate from UNLV's William S. Boyd School of Law in 2001 and is extremely proud to have been a member the Charter Class. During law school, she was a member of the Nevada Law Journal and received an award for Outstanding Contributions to the Law School. She is a lifetime member of the UNLV Alumni Association and is currently a member of the Boyd School of Law's Leadership Circle. She is also an active member of Zeta Tau Alpha Fraternity. She is the proud mother of two sons, and resides in Henderson.

Ogonna Brown was appointed to the Nevada Gaming Commission by Governor Steve Sisolak in July 2020. Brown brings close to 20 years of legal experience to her role, primarily in the areas of complex business litigation and bankruptcy focusing on creditors’ rights. Recognized by her clients as a practical, business minded lawyer, she is collaborative and solution-oriented.

As a partner at Lewis Roca Rothgerber Christie, Brown is passionate about mentoring up-and-coming lawyers and in taking on pro bono cases, staying highly active with the William S. Boyd School of Law’s mentoring programs and with Legal Aid of Southern Nevada. She is also active in the community, serving on the board of Shade Tree, Goodwill of Southern Nevada in Las Vegas and Big Brothers Big Sisters of Southern Nevada. Brown is a former office holder and board member of Southern Nevada Association of Bankruptcy Attorneys and a barrister with the Howard D. McKibben Inn of Court. Brown was inducted into the American College of Bankruptcy as Fellow in 2018.

Brown was a Judicial Law Clerk to the Honorable Johnnie B. Rawlinson, United States Court of Appeals, Ninth Circuit, 2001-2002. She was a Lawyer Representative to the Ninth Circuit Court of Appeals from 2014 through 2016. During this time, she served as Lawyer Representative Co-Chair of the Nevada Delegation and member of the Lawyer Representative Coordinating Committee, District Conference Planning Committee and the Attorney Admission Fund Advisory Group Committee. While serving as a Lawyer Representative, Brown assisted the Bankruptcy Judges with presentations for the Bankruptcy Breakout Sessions at the Judicial District Conferences and attended and participated with the program for the Ninth Circuit Judicial Conferences.

When she has the rare break in cases, Brown can be found traveling somewhere in the world, hiking to explore Nevada’s beautiful landscape or enjoying a dinner out at one of her favorite restaurants.

Brian Krolicki was appointed to a vacancy on the Nevada Gaming Commission by Governor Joe Lombardo in February 2023 to a term expiring in 2025.

A veteran of the private banking industry and a master of municipal finance, Krolicki began his career on Wall Street, subsequently working overseas in Europe and the Middle East. In the aftermath of a tragic airplane crash in 1990 involving Nevada’s State Treasurer-elect, an anticipated ninety-day temporary appointment to serve as Chief Deputy State Treasurer turned into a distinguished and high-profiled 24-year public service career with the state of Nevada. Krolicki, who has never lost an election for public office, won four statewide elections to Constitutional Office, twice as State Treasurer (1998 & 2002) and twice as Lieutenant Governor (2006 & 2010). He is the first individual in Nevada to be term limited twice.

As Lieutenant Governor, Krolicki was responsible for a broad array of critical duties on behalf of the state of Nevada, including serving as the Chairman of the Nevada Commission on Tourism (NCOT), Chairman of the Commission on Economic Development (NCED), President of the State Senate, Vice Chairman of the Nevada Department of Transportation (NDOT), Vice Chairman of the Executive Branch Audit Committee, and Cabinet Member for two Nevada governors.

During his eight years as Chairman of NCOT (2007-2015), Krolicki aggressively, innovatively, and collaboratively promoted Nevada’s world-class tourism industry to domestic and international markets. To retain his institutional experience and strategic relationships throughout the tourism and hospitality industries, Governor Brian Sandoval tapped Krolicki in 2017 to serve an additional four years on NCOT as a Commissioner (2017-2021). As Chairman of NCED for six years (2007-2013), Krolicki provided inspired leadership to Nevada’s formidable economic expansion and diversification efforts. He spearheaded legislation which helped Nevada earn the reputation as a preferred global location for new and expanding businesses. As President of the Nevada State Senate, Krolicki presided over four Regular Legislative Sessions and six Special Legislative Sessions, the latter category necessitated by issues ranging from state budget emergencies to locating Tesla’s Gigafactory in Nevada. By Gubernatorial Proclamation, Krolicki served as Chairman of the Nevada Sesquicentennial Commission (2013-2015), tasked with organizing the celebration of Nevada’s 150th Anniversary of Statehood.

On the national level, Krolicki received appointments from both the Bush and Obama Administrations to serve on the United States Intergovernmental Policy Advisory Committee (2003-2015), regularly advising the Office of United States Trade Representative on trade negotiations. Additionally, Krolicki served as Chairman of the International Committee of the National Lieutenant Governors Association (2010-2012) and as Chairman of the Republican Lieutenant Governors Association (2010-2013).

As State Treasurer, Krolicki’s duties were primarily focused on his responsibilities as the state’s Chief Banking and Investment Officer, overseeing all cash, investment, debt, and unclaimed property activities. He served as the Chairman of the College Savings Plans of Nevada, a Member of the State Board of Finance, and a Member of the Executive Branch Audit Committee. Krolicki was responsible for a legacy of notable accomplishments on behalf of the state, including Nevada becoming the first state to receive the “Certificate of Excellence in Investment Policy” and obtaining the first-ever upgrade to the state’s credit rating since original assignment in the 1960s. He is particularly proud to have created the Nevada Prepaid Tuition Program and the College Savings Plans of Nevada (both highly successful 529 Qualified Tuition Programs) and to have been entrusted by Governor Kenny Guinn in 2001 to design, roll out, and administer one of the most consequential programs in Nevada’s history – the Guinn Millennium Scholarship Program.

Krolicki was honored with the following national recognitions during his tenure as State Treasurer: selection by his peers in 2004 as the “Nation’s Most Outstanding State Treasurer” (Unruh Award); selection by the municipal industry in 2004 to be the annual recipient of the national award for “Excellence in Public Finance” (Gritz Award); and election as President of the National Association of State Treasurers (NAST) in 2003. Krolicki chaired the following NAST Committees: Corporate Governance (2002-2007); Legislative (2003-2005); Credit Rating & Debt Management (2000-2001); National Institute for Public Finance (1999-2007); and was the Founder & Chairman of the NAST Foundation (2002-2007). Previously, Krolicki served as the Secretary to the Nevada State Board of Finance (1991-1999) and President of the Nevada Government Finance Officers Association (1997-99). He was recognized in 1996 by the Association of Government Accountants as a “Certified Government Financial Manager.” Krolicki continues to be associated with NAST, serving in 2022 as Chairman of the NAST Corporate Affiliate Advisory Board of Directors – whose membership is comprised of individuals from the leading financial firms in the country. He was honored in 2022 as NAST’s “Corporate Affiliate of the Year.”

Krolicki voluntarily stepped away from elected office in 2015, actively returning to his roots in the banking and finance industry. He is also leveraging his decades of professional experiences, financial skills, and networking to board rooms around the globe – serving on public corporate, private corporate and not-for-profit boards of directors in the United States, Asia, and Europe. Krolicki continues to dedicate himself to various causes for which he is passionate: hosting elite world sporting events in Las Vegas (the Men’s World Curling Championships in 2018 and 2022); working with the International Olympic Committee in Lausanne, Switzerland (since 2016 he has twice been elected to serve as a Member on the Executive Committee of the World Union of Olympic Cities); education (Founding Board Member of the Davidson Academy since 2006 – a Reno-based charter school for profoundly gifted students which in 2022 was ranked the #1 Best Public High School in America); and the Rodel Fellowship (selected in 2007 to this ongoing Aspen Institute Leadership Fellowship Program recognizing the nation’s rising political leaders).

Krolicki is a graduate of Stanford University, and is a long-time resident of Lake Tahoe, Nevada.

Governor Joe Lombardo appointed George Markantonis to the Nevada Gaming Commission on April 2023 for a term expiring April 2027.

Commissioner Markantonis brings almost three decades of international and domestic gaming integrated resort leadership experience to the Commission. His hospitality career began in Johannesburg, South Africa, at the Carlton Hotel-at the time, an international flagship of Westin Hotels and Resorts. Then, in 1985, he was transferred to and across the United States to varied senior assignments in Dallas and El Paso, Texas, Florida, Toronto, Canada, and finally to Houston, Texas, where he directed all operations of The Westin Galleria and Westin Oaks complex comprising over 900 rooms at The Galleria mixed-use luxury retail and hotel complex.

Following a 17-year international career with Westin, Markantonis joined Caesars Palace, Las Vegas, Nevada, and was appointed Senior Vice President of Hotel Operations in 2000. In that capacity, he oversaw all operations, including the hotels, entertainment venues, banquet and convention facilities, over 30 food and beverage outlets, and the ongoing development of the 4,000-room multi-towered megaresort, including the opening of the additional 1,200-room Spa Tower and The Colosseum Theatre at which Celine Dion debuted her Las Vegas residency in 2000. Markantonis attributes his 9-year Caesars Palace tenure as the adventure of a lifetime-the dreamiest introduction to the gaming world and the foundation of his subsequent career track.

The next chapter came in 2004 when he was appointed Chief Executive Officer of Kerzner International's Atlantis, The Palm, Dubai - a 125-acre, 2000-room mega waterpark resort under development on the crescent of The Palm, Dubai, United Arab Emirates. His role was to establish the pre-opening teams and initiate and oversee the commencement of the development of this now iconic project.

In 2005, upon the retirement of an incumbent, Markantonis was reassigned, this time as President & Managing Director of Kerzner International Bahamas Limited. In that capacity, at the helm of the six hotels that make up the renowned Atlantis Resort & Casino on Paradise Island, Nassau, Bahamas. This casino complex resort comprised 4,000 rooms, a 140-acre multidimensional Aquaventure water park, 36 restaurants and bars, two marinas, and multiple other real estate developments spread over this 550-acre world-class resort. These businesses employed 8,000 team members and generated almost $900 million in annual revenues. In addition, he had regional responsibility for the luxury One & Only Palmilla resort in Mexico and the One & Only Ocean Club resort in the Bahamas, both owned by Kerzner International.

Following nine-plus years in the Bahamas, Las Vegas Sands Corporation announced Markantonis as President & Chief Operating Officer of The Venetian and The Palazzo resorts and the Sands Expo Center in Las Vegas, a position he assumed in March 2015. In this role, he oversaw all aspects of this iconic integrated casino resort comprising 7,100 suites, 200,000 sq. ft. of gaming floor, and 5th largest privately-owned convention and meeting space facility in North America. Under his leadership and with the support of a 9-000 person dedicated and passionate workforce, this property constantly generated record annual revenues while steadily achieving high customer satisfaction targets and often being recognized as the gold standard among its peers nationally. Apollo Global Management acquired the resorts in 2021. Markantonis served as Chief Executive Officer of the entity through the due diligence period of the acquisition and to completion. He then served as interim Special Advisor to the Board, a position held until his Commission appointment by the Governor of Nevada.

Markantonis is the recipient of multiple industry honors and recognitions. One of the most notable of these is a national award-the American Hotel & Lodging Association's Arthur Landstreet Award for his efforts in advancing hospitality education and personnel development throughout the country. In 2011, this time by the Commonwealth of the Bahamas, he was awarded that nation's "Cacique Hotelier of The Year" award for his contribution to the development of the largest private workforce in the country, for his leadership of the flagship Atlantis integrated resort on Paradise Island in Nassau. In 2014, he was bestowed the 2013 Hotelier of The Year award for the entire Caribbean region at the CHTA's annual convention in Jamaica in January 2014.

During the past 30 years, he has served on numerous boards and committees in the various jurisdictions assigned, always aiming to give back to the industry upon which he has based his entire career. Most notably, during 2015-2016, Commissioner Markantonis was an active member of the Southern Nevada Tourism Infrastructure Committee, which was the driving force behind the initiative to expand the Las Vegas Convention Center and initiated the process that resulted in the eventual relocation of the National Football League's Oakland Raiders to their new home in Las Vegas.
